Public traffic is an important part of city’s infrastructure, which related to the benefit of people’s livelihood and social welfare. After the state issued’The opinion of some economic policies about give priority to the development of city public traffic" In 2005, priority of public traffic has been reached consensus in each grade government departments. Through the practice of domestic and abroad urban development, "priority of public traffic" is proved as the most effective way to solve the contradiction between city’s traffic demand and supply.With the advance of urbanization and rapid outward expansion, the contradiction between residents of Shenzhen’s travel demand and public traffic supply becomes obvious. After the second and third layer of city has been developed, some realistic problems appeared, which include lower land developing intensity, scattered residents’travel distribution, the demands haven’t formed significant flow in space distribution, etc. Therefore, there is no sufficient flow of passengers to support the normal mode which use large or medium-sized bus vehicles with fixed stations and lines, high frequency and widely service degree are hard to realize. Under this circumstances, some illegal traffic ways, such as blue car license, motorcycle, electric bicycle have been developed in the regions of the city mentioned above, because such ways has lower requirement of passenger flow and more flexible on choosing route. In this case, we should seek a flexible and door to door transport mode, in order to improve the competitiveness and the attraction of public traffic system.This paper focuses on how to solve the service frequency and coverage problem of conventional bus and the problem of rampant illegal traffic ways,and how to meet the residents’traffic demand in the lack or no public traffic service regions. Analyzed the characteristics of the mini-bus service at home and abroad, for improving the degree of the whole public traffic service, put forward a new public traffic mode which can adapt to the lack or no public traffic service regions.This paper is concerned with the Long Gang District of Shenzhen where the traffic problem is so serious. Launches the comparative analysis of the small feeder bus services from the aspect of service partition, site settings, model selection, service model etc. Designs service strategy model and formulates operation scheme in several key areas. And analysis the economic and social benefits of the small feeder bus service mode. Concludes the service model’s feasibility and significance of the promotion of large and medium-sized city.
