As there are more and more various planning highway construction projects, the project logistics which as a new branch subject get more and more attention. According to calculations, the proportion of the logistics cost in the total cost generally reaches from ten percent to twenty percent. The effective logistics operation is helpful to reduce enterprise cost and improve market competitiveness, and the logistics center which serves construction projects location should be considered firstly. It can be said that the quality of logistics center location determines the level of construction project profit. The method of logistics center location of the current highway construction enterprises is that we mainly adopted the location near the construction site in order to meet the time limit of a project from the perspective of qualitative analysis and based on the experience of construction personnel. Apparently with the rapid development of highway construction project, this method has already been not adapted. Indeed, construction units need the scientific method to layout engineering construction logistics center with the analysis and calculation in order to determine their best position to reduce the secondary transport, to avoid unreasonable convection、overdrive、back to、repeated transport phenomenon and so on.This paper introduces the concept and characteristics of project logistics and the difference with product logistics. According the principle of data availability, we construct DEA index which evaluate the priority of alternative site location. And we obsolete the site which is not in the optimal economic indicators in order to narrow scope of site selection to reduce the workload. We construct the bi-level programming model and the dynamic programming model in line with the actual situation maximizing interests respectively in the objective function, and we use these models combined with specific examples to make the best economic benefit of project logistics center in each stage of the distribution strategy.
