The building of Fujian Province Earthquake Administration is an 11-story base-isolated building consisting of reinforced concrete frameand shear-wall structural system. As a set of seismic monitoring, scientific research, emergency command into one multi-functional building, we must ensure that building function do not interrupted in the earthquake and the apparatus in the building work well.Fujian Province Earthquake Administration belongs to Class B Construction.The building has experienced a variety of adverse environmental factors in eight years, in order to ensure the healthy operation of the building.it is necessary to take a healthy detection for the building to judge the building’s operation status.There are strong motion observation arrays in the building.The strong motion observation arrays record a rich source of seismic records and earth pulsation records when they run in 2005 August.The basic research thinking of this paper is that if buildings appear structural damage.its modal parameter will change.According to this theory.this paper takes Seismic datas which recorded from 2005 to 2012 and earth pulsation dates which recorded in February 13.2011 and October 25,2012 as the process object.We apply Fourier transform, wavelet transform and Hilbert Huang Transform to recognize and comparison the change of building’s dynamic parameter in the different periods.All the studies in the article abide by these ideas, and the main achievements of this study could be summarized as follows:1、This paper briefly describes the knowledge of Fourier transform,Wavelet Transform and Hilbert Huang Transform and their links and differences.These methods Lay the theoretical foundation for building modal parameter identification;We also use simulation experiments to test the reliability of these three methods and analyse the advantages and disadvantages between them.2、We briefly describe the arrangement of the array of the Fujian Province Earthquake Administration and data informations. While taking advantage of a great deal of useful records introducing the implementation process of data Fourier transform, wavelet transform and Hilbert-Huang transform3、We processing and analysis the datas recorded by building structure array.We Identify the modal parameters of the building at different times and compare the changes between them. We also apply theory of health assessment to evaluate the health of the building. We get the conclusion that the building is still in the healthy operation in these years.Finally, this paper takes a summary of this research work and discusses what should be done and improved in the future.
