By virtue of not influenced by external environment, strong transport capacity and high efficiency, railway traffic has become one of the most important cargo transport methods and been playing a very important role in the whole field of freight transport. Safeguard and protect the good safe and effective operation of rail freight is an important prerequisite for the development of China’s economic and social stability. At present, a variety of security surveillance systems have been used in railway goods yard, but they are essentially dependent on people to browse the video camera footage, they don’t have the function of intelligent recognition of danger, alarm and data retrieval, they also can’t meet the need of monitoring network. Therefore, it is very necessary to construct a safety monitoring platform for the railway freight, and base on this platform many kinds of monitoring applications can be created.According to the actual demand of safety monitoring of rail freight, we put for-ward the train intelligent monitoring management platform based on.NET/C#, C/S model and multi-camera monitoring technology, including software design and hard-ware deployment design. Software using the MVC design pattern to facilitate software reuse. After the full understanding of the functional requirement and nonfunctional requirement, the platform is mainly divided into two kinds of users:normal users and administrators users. Functional modules including personnel management, camera management, remote camera control, video image data management, intelligent mon-itoring algorithm management, software personalized control and so on. In database, this platform uses SQLite 3 to facilitate the installation of deployment, and designs table such as personnel table, camera table, driving record table, video image record ta-ble and so on. The hardware design includes how to deploy the multiple cameras, how to trigger the cameras etc. Through this platform, developers can build a new class of monitoring applications to adapt to the new train monitoring requirements quickly, and achieve code reuse goals ultimately.The platform is runned in Windows 7 system,.NET 4.0 environment, SQLite 3 database and the test result is good. This platform can meet the actual demand of freight train safety monitoring, it also can be added new types of intelligent monitoring application. Now, the train door closing situation’s automatic detection application base on this platform has been put into real operation in the railway goods yard.
