The operation length of Beijing-Shanghai high-speed railway is1308km,target speed of which is350kmh. It is a significant strategic project of our country,and currently this line is built with the highest standards worldwide and is thelongest in length. The investment on Beijing-Shanghai high-speed railway project ismore than140billion RMB, including only6construction Bid-sections, so each partis more than10billion. This large section construction mode is completely differentfrom those small section railway construction modes before in China.At present, the railway construction market has been in a golden period inchina. Between the year2010and2013, investment on railway constructionexceeds100billion each year. With the adjustment of national policy and changesof market situation, railway engineering large sections are emerging. So it is reallycommon to see the investment of each section exceeding billions. Great changestake place in the extension of management of large section railway project. Thedifficulties and breadth of project management increase largely, and so manyproblems has been exposed in simple linear project management mode and linearfunction mode of project management. The high-speed railway can be built withhigh standard of engineering construction because of the use of a large number ofmanagement personnel, labors and high speed, with the characteristics of “fast, new,difficult and accurate “. Because of the increasing risk of project management anddifficulties of project monitoring, management flaws gradually appear. Thecoordination ability between projects is poor accordingly.In this paper, the author will do a deep research on the management of largesection railway project based on the management work of6th construction bid ofBeijing-Shanghai high-speed railway Communication Group of China. Firstly, thispaper introduces the development of high-speed railway in China and thedevelopment of Beijing-Shanghai high-speed railway. Secondly, the author analysesthe problems of management according to the current situation of Beijing-Shanghaihigh-speed rail project which belongs to Communication Group of China, includinganalysis on construction management model of large section of high-speed railwayproject, management standard, management of labor force, management of resource allocation, safety and quality control and so on. Further more, it discusses theimprovement of management skill of construction organization. Finally this paperputs forward the management countermeasures in the Beijing-Shanghai high-speedrail project construction, which is made by Group of China. The managementcountermeasures including management mode of large sections of railwayengineering project, management standardization, personnel management, resourceallocation, quality and safety assurance, financial and cost management and so on.
