The G terminal is located at the northeast of Pearl River which is also at the crossroad ofPearl River and Dongjiang River. A special railway connected with Guangzhou and Shenzhenrailway is built within the terminal area. This terminal is the major transit station of coaltransportation in Southern China. It is a pretty convenient transportation which is adjacent totwo major thermal power plants in Guangzhou. The G terminal possesses two berths of70thousand tons, designed annual capacity of14million tons. It has6bridge type ship unloadersproduced by German MAN in1992. The control system which is fully loaded operation forabout10years adopted the Swedish ABB DC speed control system transformed to use at thebeginning of2003. This system has breakdowns frequently and is shortage for the repair spareparts. So it is urgent to be renovation to meet the need of production. No.5ship unloader isone of six ship unloaders of this terminal. Our terminal updated its system through publicbidding at the second half of2013.NO.5ship unloader is one of six unloaders of our company. In the second half year of2013the company took the type of public bidding to finish the update of NO.5’s controlsystem. The project was finished bidding process in July,2013and our company signed thecontract with the targeted company. Then the project finished construction and test in the endof January,2014. Because our company paid less attention to the details, the period of thisproject delayed one week and the constructed contents were a bit biased against the contractwhich affected the normal production finally. This paper focuses on the control system updateprocession of project contracting, bidding and bid evaluation of the NO.5ship unloaderaccording to the problems which appeared through the whole process of this update project.We will analyze the problem comes from the G terminal bidding process by introducing thegeneral situation and evaluation of the bidding. According to the success experience of otherengineering construction bidding and evaluation procession, we will do deep research on theexistence problems come from this project. We will focus on the selection of the contractorsby improving the bidding process design and using the analytic hierarchy process method.And at last we will give the improved scheme of bidding evaluation of the ship unloadercontrol system update project by using the theory of project management.We hope that we can select more appropriate construction units for other ship unloaderswhich also need to update their control system in future. Besides the construction quality, wealso need to increase the efficiency of capital utilization, shorten the construction period, save the social resources and improve the efficiency of renovation of ship unloaders.
