As the quickening pace of China’s urbanization and residents’ improving demand toenvironment, industry aggregation and zone industrialization have become a key trendof economic development. Industrial parks have played an important role to promotenational and local economy, but meanwhile aggregate a large amount of water pollutionemissions which bring a serious negative effect to the development of industrial parksthemselves, and even the development of the country. At present, the standard ofecological development of industrial parks is relatively extensive, the environmentmanagement of industrial parks is imperfect and there is still no scientific and completemanagement plan for water resource utilization and pollution control of industrial parks,which are all important and urgent problems for the development of industrial parks.Based on the analysis of the development history, current status, policies andstandards of industrial parks in China, it can be found that construction of ecologicalindustrial park is the current trend and there are advantages for industrial parks in themanament of water resource utilization and pollution control since the water reuse andupgrading and reconstruction of sewage treatment plants can be better performedbecasuse of the industry aggregation. It also can be found that the practice constraintsfor water resource utilization and pollution control are based on intensity indicators,which can be influenced by industrial structure that, however, is not taken into accountin the current standard of ecological industrial park. For the above problems, This papergave a material flow analysis for the water cycle in industrial parks, identified theconnections between key indicators of water cycle in industrial parks and water resourceutilization and pollution control intensity, and established impact factors of waterresource utilization and pollution control by the use of multiple regression analysis,which can be used to calculate the intensity benchmark of water resource utilization andpollution control of a target industrial park for reference for ecological parkdevelopment standards.Furthermore, this paper identified five basic management tools of water resourceutilization and pollution control in industrial parks, and then identifies the subjects andlevels of these management tools. In consideration of the constraints of the standard ofecological industrial park, total amount of water resources, total control of water pollutant and benchmark of water resource utilization and pollution control, this paperanalyzed the impacts of every management tool in water resource utilization, waterpollution control and investment of management department in industrial parks, toestablish the management framework of water resource utilization and pollution controlin industrial parks, and then formulated management solutions by using proposedmethod such as water pinch analysis and multi-objective visual analysis.Based on the above research, this paper made a positive analysis on an economicdevelopment zone in Shandong province, formulated water resource utilization andpollution control management solution for short term (2015) and long term (2020),which suggested40%water reuse rate and30%reduction rate of COD intensity basedon the benchmark year (2011) for the short term, and60%water reuse rate and40%reduction rate of COD intensity for the long term.
