It is the mission and responsibility for power practitioners to ensure reliablepower supply, since economic and efficient operation of power network is significantto national economy and people’s livelihood. According to statistics, more than95%blackouts were caused by the faults of power supply system. Therefore, in order tochange the situation that the development of distribution network falls behind that ofpower transmission network, it is one of the most important works for electricalpractitioners to build smart grid and improve automation level of power supplysystem.This research takes the self-healing of distribution network as target and launchedwork as following:1. The background and the meaning of the task is analyzed combined with thecurrent situation and the development tendency of power network. The concept andcharacters of smart grid is given. And the research progress and the developmenttendency of smart grid is introduced in detail.2.Two main communication modes for distribution network, power-line carrierand EPON, is introduced. Considering the geographical conditions and architecturesof the grids in Tianjin Binhai New Area, the selection of them is analyzed. Techniqueprinciples of communication network planning and overall objectives are madeaccording to Tianjin Binhai New Area’s own characters.3.The definition of self-healing for distribution networks is given. The functionand the target of self-healing for distribution networks in the view of both economicand social interest is comprehensively analyzed in the perspective of power supplycompanies. The most common technique of self-healing control is introduced. Theprocess flow of self-healing assistant tactic decision making system in this research isanalyzed in details. The function test pattern is used for healing process analysis ofsimple failure, complex failure and DG failure in four areas of occurrence, positioning,isolation and recovery of failure.4.Finally, the function modules of self-healing assistant tactic decision makingsystem are introduced in particular. Taking the ring constituted by Changbiao (Chang 45) and Changzhun (Chang15) in the Transformer substation of Hechang road asexample, the processes of dealing with switch faults, bus faults, load-side faults andmultiple faults are illustrated.
