Transportation is the main artery of the national economy and transportation constructionproject is the prerequisite of transportation and primary foundation. Transportationconstruction projects,compared with other construction projects, has its own characteristics.The safety management work of transportation construction project safety management workis difficult and there exists problems such as lack of safety education and training, securefunding shortage, imperfect safety regulatory system and production supervision system,etc.In order to solve existing problems, the research is conducted from the safety regulatorysystem and production supervision system in order to maximize control and reduce trafficconstruction accident, strengthen and improve the production safety supervision and create asafe transportation construction market.Firstly,we specify clearly the scope of this paper and analysis methods to be adopted onthe basis of the analysis of domestic and foreign common theoretical basis for the classicsafety construction of traffic engineering. The survey will cover2003to2006among all typesof construction traffic accident in Zhejiang involving bridge construction, roadbedconstruction, tunnel construction, road construction with the the method of cross-track theory,providing a theoretical basis for the proposed construction of traffic safety control measures.Secondly, research is conducted from prevention measures of traffic safety. We carriedout a detailed survey on traffic accidents on construction project in Zhejiang Province, findingthat employees in temporary, migrant workers are the main groups of injury accidents andbridge engineering, tunneling, construction machinery and engineering are the projects thattook higher accident risks. Based on the cross track theory, we specify the main reasons thatcauses traffic engineering accidents and come up with prevention measures for constructionworkers, special funds for safety management.Finally, the traffic engineering construction safety supervision system forms our last partof research. After discussing the advantages in security monitoring and establishing theconstruction safety supervision system, the researchers established a department in charge ofthe transport industry, construction units, supervision units, survey and design units,construction units six departments and insurance companies in one of the "six two bodies, two systems" construction safety regulatory organization system. In terms of regulatory measures,based on the means of strengthening routine supervision, we also suggest innovation andapplication of proposed local rule of law, economic instruments supervision, safetyproduction safety supervision auxiliary means of information management, production safetyrisk assessment system.In short, the analysis of causes and characteristics of traffic engineering production ofconstruction accidents and establishment and improvement of the transportation ofconstruction safety management and control of content push safety production work into alegalized and standardized system. This helps improve long-term mechanism of traffic safetyin production of construction safety management system system, technical support system,monitoring system information, education and training systems and organizations topromote the system, etc., and effectively reduce the traffic accident rate of construction,reduce accident damage extent, reduce the social operating costs.
