The industrial water in China mainly concentrated in five sectors, which are thermalpower, petrochemical, metallurgy, paper and textiles. The total intake of these five sectorsaccount for2/3of the industrial water in China, where the thermal power industry is thelargest industry water withdrawals. The thermal power plants need to have enough waterto ensure the water quality and a certain production. There is a big gap between thepower plant in Inner Mongolia and foreign advanced countries in the aspect of waterefficiency levels; the people have a poor awareness of water conservation, and lack ofeffective management tools and methods, and the phenomenon of different levels ofwater wastage were widespread. Therefore, in Inner Mongolia, especially in the Midwestpower plants, it is very important to vigorously carry out the water conservation.Therefore, to scientifically and legitimately use the water resources is related to theeconomic development of the region, and it can maintain the regional ecologicalenvironment core issues.The conventional thermal power plant project was only concerned aboutwater-saving technology or emphasized the concept of zero discharge of wastewater, andit did not fully investigate the various systems of water technology of thermal powerplants, waste water treatment and the optimization of reuse technology and other aspects.In this paper, we make the Haibowan plant in Inner Mongolia as the research object,based on the relevant principles of economic rationality and technical feasibility, througha summary of the water-saving basic policy and the water-saving technologies of thermalpower plant, and we analyzed the current situation of water and water-saving potential.We proposed the technological optimization approaches of water conservation strategyfor the thermal power plant, and finally we made the technical and economic evaluationof the plant. It would laid the foundation for the future implementation of thewater-saving models and effective promotion of thermal power plant.
