With the gradually increasing demands of industry, agriculture and transportation for water conservancy and hydropower facilities, the number of rock-fill dam and the dam height both are growing. As is known to all, with the gradually increasing dam height, controlling the deformation of dams become more and more difficult. So, for controlling the deformation of dam, coordinating the deformation of shores and dam, and preventing the emergence of large settlement or differential settlement, it was very important to choice dam material and the construction method. A hydropower station’s concrete face rock-fill dam was one of the highest dams at home and abroad at present, and its height was219meters. According to the comparison of technical preliminary programs and the comparison of economic preliminary programs, and based on the test results of feasibility study stage, the moraine conglomerate was used as the rock-fill of the dam, and impact compaction was used as the rolling way.It is the first case at home and abroad at present to use moraine conglomerate as dam rock-fill, people have no practical engineering experience for reference. According to the regulation,"For particularly high dam, or its material properties are special, and the already existing experience cannot generalize it, there should be specialized demonstration for filling standards of the dam."So, we did the research works on this subject for getting reasonable parameters of filling and compaction. We took three moraine conglomerate impact compaction tests on this subject, arranged reasonably the filling material paving thickness control points and the settlement measurement control points every test, designed watering amount of every test to be15%.we got the grains gradation, the dry density, the water content, the permeability coefficient and the settlement of filling material born different compaction times, according to the grading tests, the density tests, the moisture content tests, the permeability tests and the settlement observation. Compared with test data, we got the grains gradation contrast diagrams of filling material before or after rolling, also got the relationship and relationship curve between the dry density, or the permeability coefficient, or the settlement and compaction times. Finally, on the premise of the dry density and the permeability coefficient meeting the dam design requirements, we determined the parameters of moraine conglomerate impact compaction.
