The urban traffic congestion has become quite a challenge that is puzzling large and medium-sized cities. For a long time, traffic problem has been seen as engineering problem, mostly with the systems engineering approach to problem analysis and solution; studies often divide and rule only by considering single transport sector or aspect, admeasures often lack of systematic mechanism analysis, due to pay too much maximizing the efficiency of traffic. Many traffic problems presented indicate transport system is a complex system of social engineering and human activities. Urban transport problems include a variety of social and cultural factors, and majority of traffic activities is people-centered social issues, with strong community, humanity and complexity.This paper is based on the traffic problems of social demands and common traffic scenarios and transport social behavior knowledge phenomena, research on urban transport (especially road intersections) technical complexity and social complexity. Soft systems approach is the tool for this paper, design traffic scenarios and traffic social behavior figurative description model of knowledge. This concept model is a cellular automaton simulation design basis, transforms it into cellular automata rules and applied to the simulation system, purpose is to verify and optimize the corresponding traffic scenarios, then optimizes the transport system as a whole emerged state. Road intersections is the research object of this paper, because the intersection is the bottleneck of urban traffic problems,Simulation is using CA and formal description of traffic scenarios and research knowledge in social behavior and traffic Social Complexity. First, this paper is studied from a different perspective and different levels, analysis complexity of urban transport with engineering and social characteristics. Second, it is based on soft systems approach, Innovative SMART descriptive model proposed and conduct a traffic scenario model design formal description with Picture and A group of pictures Case for instance traffic scenarios to explore formal description, and CA simulation provides for the subsequent initial state based on optimization analysis and verification.Third, depending on the traffic demand for knowledge of social behavior describe sub-species, sub-level for its formal description and organization. Final, in this paper, the project of existing material and achievable goals design complexity and the complexity of social knowledge in simulated road intersections of CA, it concepts model and logical model to achieve the traffic situation and traffic knowledge of social behavior apply the results of the formal description of the purpose of the simulation of CA.
