With the rapid development of reform and opening up, by the end of2013, there was five million kilometers of highway in China, in which, rural highway hold one-third of the total and the national motor vehicle had240million cars, traffic construction made remarkable achievements. At the same time, traffic accidents were occurred to frequently, a variety of major traffic accidents brought a huge life and property losses to the society. According to authorities, speeding occupy41.5%in the traffic accident,among all kinds of the causes of traffic accidents, speeding and drunk driving becomes the main cause. In order to reduce the driver behavior, speeding national relevant management departments, experts and transportation enterprises have adopted certain measures.Although the effect was not obvious, speeding has caused a serious traffic accident that the number one killer.In order to effectively prevent the huge security hidden danger of speeding drivers, this paper designed a set of real-time identification of vehicle safety attitude and active warning or slow active speed control system. This system had mainly the real-time identification of vehicle traffic safety status, anticipation driving behavior, real-time alarm signals and take the initiative to implement the function of the brake to slow down. The system effectively avoid the existing GPS over-speed alarm the driver without taking action on the market, the satellite signal coverage was not complete, and positioning were not allowed to limit scheme, the system can real-time identification of road conditions, decision making out the reasonable safe speed, and a timely warning signal, if the driver did not took timely measures to braking deceleration, to ensure the safety of vehicle driving purpose.Aim at the strategy section of the system control method, this paper deeply analyzes the system work flow, function and performance requirements, proposed the control strategy based on the upper vehicle condition monitoring and the bottom of the active speed control, further proposed the condition monitoring method and put forward a lower speed limit control measures based on the model reference fuzzy adaptive control algorithm.The end of the article make a further study of system hardware and software design,success had built a platform machine test, and the system performance test, the test results shows that the system can achieve the vehicle to allow the speed of the forecast and attain the goal of steady speed limit.
