With the development of social economy, the traffic demand continues to strengthen and traffic congestion, environmental pollution, traffic accident, energy shortages and other urban traffic problems are increasingly serious. Traffic control system from a single point fixed-time control in the early timing development to today’s regional adaptive control, become the most important method to govern the urban traffic problem. In recent years, with the continuous development of computer technology, communication technology, artificial intelligence and other modern high-tech technology, traffic guidance system is applied in urban traffic system, the induction effect has been improved. Traffic control system and traffic guidance system as an important part of intelligent transportation system, the management goal is urban road network traffic flow, which is relate to each other, and are independent of each other. Traffic control system and traffic guidance system independently run time can obtain good result, but from the system point of view, does not necessarily can achieve the optimal effect. How to coordinate of traffic control and traffic guidance, to achieve the system optimal, to realize saving resources and integration of the traffic management, and for space and time complementary of the traffic management means, have a great significance to improve the urban traffic problems.This paper summarizes the basic knowledge of traffic control system, traffic guidance system, and transportation information processing, deeply analysis the coordinated relationship between traffic control and traffic guidance, summarizes the coordinated mode between traffic control and traffic guidance, referring to research results at home and abroad.It aims to eliminate local congestion by equilibrium of traffic on the network. Its core is to restore a state of orderly with the whole road network transport system, this paper put forward a double target collaborative optimization model based on eliminating congestion and minimum total travel time in the area. Model from the weighted average of the saturation and the weighted average of the saturation of variance as the breakthrough point, judge whether there is a road or intersection congestion inside the village. If existence, it eliminates congestion by adjusting the green split and equilibrium road network traffic flow. Otherwise adjust the green split and assign road network traffic by synergy of total travel time as small as possible.In view of the dual goals of collaborative model, this paper respectively designs the algorithm to eliminate congestion and optimization of travel time. The algorithm of eliminating congestion adopts step long trial to optimize and adjust signal timing parameters. While the algorithms of optimizing travel time adopts genetic algorithm to get control variables of control and induction. Finally, using the simulation to prove the validity of the model and algorithms.The author finally gives the summary and prospect of this paper, summarizes the main research results, and put forward the improvement plan for the future research.
