With environmental and energy problems becoming increasingly serious, wind energy, as clean and unlimited resource, are widely used in both international and domestic regions out of other renewable energy. Yet due to the unstable and intermittent existence of the natural wind resource, the electric power produced by wind turbine shows great possibility of variation in a short period. The massive installation of wind farm shall generate critical impact on the power grid, namely the stability of the power grid, the quality of the electric power and the dispatching difficulties.Chifeng city, with vast territory and abundant wind resources, is located in the southeast of the Inner Mongolia autonomous region, the interchange of Mongolia, Liaoning and Hebei Provinces. The wind energy potential has reached more than10million kilowatts in Chifeng. However, different from conventional power, wind power has the characteristic of crosscurrent peak shaving, which is a great challenge for a power grid to accept wind power. Besides Chifeng power grid has already shown difficulties of peak shaving. Combined with the current power grid wind power operation, through the actual investigation, and based on lots of related literatures,In order to promote the smooth development of wind power in Chifeng, this paper presents a theory to accommodate wind power based on Demand Response, which calculates the peak shaving capability of a power grid with wind farms through analyzing the electric load characteristics, load level, the influence of the major power plants both inside and outside the target region, the way that the transmission lines along with the transmitted power over two regions’ power grids participate in peak shaving, the performance and characteristics of the wind turbines in local regions. Furthermore, this paper also gives decent advises on a comprehensive demand response scheme from three different angles, including optimizing the price of electricity, directly control on electric load and load aggregator, in order to complete the management of electric load demand and to promote the development of wind power in the power system.
