In recent years, large-scale power outages caused by natural disasters occurred frequently, presenting unprecedented challenges for emergency response capacity of power system. As an important part of emergency response mechanism, reasonable and effective emergency electrical supplies dispatch plan helps shorten fault recovery time, improve fault disposal efficiency, and reduce blackout losses to a great extent. In view of this situation, considering the particularity of emergency electrical supplies, the integrated dispatch model for multi-species emergency electrical supplies is established in this paper, and the main work is summarized below.In order to give damaged key lines and important nodes the priority in supplies, the concept and calculation method of fault recovery priority factor are put forward in this paper. An improved electrical betweenness index is calculated, which reflects the criticality of line or node both in topology and power flow. As an important parameter of emergency electrical supplies dispatch model, fault recovery priority factor is defined on the base of electrical betweenness index.Considering the impact of natural disasters on road transport, the optimal route model of supplies dispatch is proposed based on three-point estimate method. As triangular fuzzy number model for the traditional method is difficult to solve with complicated calculations, a method to estimate the transport time expectation by use of three-point estimate method is put forward in this paper, combining PERT network analysis in the field of project management. And the optimal route model aiming at the shortest time expectation is established, which is applicable to situations with uncertain transport time and reduces the calculation amount compared with traditional model.The dispatch model of emergency electrical supplies is proposed based on utility theory and fault recovery priority factor. Firstly, taking both fault recovery sequence and dispatch decision-maker’s subjective satisfaction with plans into account, the quantization method of supplies transport delay consequences is put forward. Furthermore, a comprehensive loss of supplies transport delay is defined, with combination of transport time expectation for optimal route. And the dispatch model for multi-species emergency electrical supplies is established aiming at minimum comprehensive loss. Finally, branch and bound algorithm is utilized to solve the model.The main grid above110kV voltage level in Hainan is taken as an example to verify the validity of the dispatch model. In C#environment, the fault recovery priority factors of lines and nodes are calculated by calling BPA flow calculation module. According to Hainan transport network, the optimal route and transport time expectation of emergency electrical supplies is calculated via MATLAB programming. Combining the results above, the dispatch model of supplies is solved by use of CPLEX Solver in YALMIP toolbox in MATLAB, so as to acquire the integrated dispatch plan for emergency electrical supplies of Hainan Grid. Example analysis results verify the rationality and effectiveness of the proposed model.
