Scientific and rational planning of transmission network is the basic protection for the sustainable development of Power system. The traditional network planning is based on load forecasting and ROL. However, with the deepening of market-based mechanisms of power companies, concerning about the cost of investment alone can not meet the development needs of the maximization of corporate interests. Therefore, the optimization of costs and benefits becomes the new target for the development of grid.This paper presents a model of transmission network planning considering the optimization of costs and benefits. The planning scheme bringing the reduction of network loss and enhance of reliability into planning objectives. Meanwhile, considering the increasing intensity of urban load and the increasing proportion of the lines on the same tower, it’s impossible to ignore the risk of common-reason failure of the lines on the same tower. Therefore, this paper will introduce the correlation model of common-reason failure of the lines on the same tower evaluate the reliability of the transmission network. In the paper, using the genetic algorithm to solve the planning model.Finally, the IEEE RTS-79test system will be considered without regard to reliability, cost and reliability of the cost of planning a comparative analysis. And use the model to its planning studies mentioned. Take the actual network of a province as the research object, using the models and methods mentioned in this article and the traditional load balancing supply and demand and the cost of investment planning based approach to plan the grid. Comparative analysis of costs and benefits. The results validated with better social and economic model of comprehensive benefits mentioned in this article.
