Nowadays, environment is the theme of global development, and realizing low-carbon isthe main way to get to the theme. As to transportation industry, the proportion of carbonemissions in the total carbon emissions is gradually rising, which makes it one of the keyindustries to realize low-carbon. More and more people are paying attention to roadtransportation as it is the biggest contributor to the carbon emissions caused by traffic. Withthe shape of expressway, the transportation it hosts has become an important part of the roadtransportation. It has become an important trend to take the expressway as a starting point toreduce carbon emissions.From the new "national highway network planning", the future demand of expresswayconstruction of our country show no signs of reduction. China are facing a situation of risingcost of expressway and increasing project investment intensity, also it is at the bottom of theeconomic cycle, where many industries are facing funding shortage situation. So how toeffectively carry out expressway project decisions is of great practical significance. Throughthe study of carbon emissions from expressway operation period, we hope to provide newideas and methods for project decision.The main contents of this paper are:1、Take the environment as the background and make a detailed analysis of the necessityof research on carbon emissions from expressway operation period from the many aspects.They are low-carbon, the comparison of different industries’ carbon emissions, car ownership,expressway construction scale, the expressway construction cost, financing pressure, decisionof expressway project and so on.2、Based on R statistical software, analyze the quantitative relationship between thecarbon emissions from expressway operation period and the related influencing factors. Firstanalyze the factors affecting each other,then establish the carbon emissions from expresswayoperation period model.3、Make a Visual Basic program with simple operation and clear interface base on thecarbon emissions model4、Put forward the definition and model of economic viable coefficient. Take the twelveexpressways to be built according to The Twelfth Five Year Plan of Zhejiang Province as theresearch subject, quantitatively analyze the relationship between the carbon emissions from expressway operation period and economic viable coefficient. Learn from the idea ofbenefit-cost ratio and propose environment-economy index F, which provides ideas andmethods for decision-making departments from the perspective of coordinated developmentof the carbon emissions of a single expressway and economic viable coefficient.5、Take the trunk road network of Zhejiang Province for example, use cube softwareto predict the future traffic volume of the road network and calculate the carbon emissionsfrom road network operation period respectively under three different network density. Bythe "with and without comparison method", explore the regular pattern of the influence ofincreasing proposed projects on the carbon emissions from road network operation periodunder different network density. Propose measures to reduce the mentioned carbon emissionsand make policy recommendations for decision-making departments from above point ofview.
