With the continuous growth of China’s highway mileage, the rapid increase in trafficflow and increasing public demand, the scale of highway maintenance is increasing and thepreservation funding gap is also widening. How to solve the great contradictions betweenlimited preservation funding and gradual deterioration of highway performance has become akey issue needed to solve during large-scale implementation phase.Scientific preservation design, which has been proven, is one important way to improveroad maintenance efficiency and save preservation funding effectively. Comprehensive,accurate and reliable test data is the basis for the sound preservation design, although Chinahas carried out a number of detection tasks, but a lot of valuable data has not been minedeffectively.Through the preservation design examples of several highways in Shaanxi province, thepaper summarized the process of the preservation design, and analyzed the issues ondetermining the conservation scope, clustering pavement sections, etc. Secondly, through theanalysis of highway maintenance management and operation processes of Shaanxi Province,the paper defined the type and role of existing test data and fully mined the informationcontained in periodic testing data, routine inspection data and special detection data, thecorrelation among the multi-source detection data was also analyzed for improving theperformance of management and servicing in conservation design. Finally, considering theconstraints of orderliness, the shortest length of construction section and structures obstacles,the improved ordered clustering method based on10m project was proposed. The paper alsoinitially proposed the method for determining the best classification number combine with theengineering maintenance costs, and verified its feasibility through actual examples.The study on improving the effectiveness of highway maintenance based on multi-sourcetest data, aims at improving the effectiveness of preservation and saving preservation funding.This study has important practical implications for the existing highway maintenance workand future direction of Shaanxi Province, and also has a good reference on other provinces.
