With the rapid development of electrical business and the scale expansion of theelectric power system, the power quality issue has become much more obvious. In order tocover the issue, it is vital to build up a power quality monitor with thorough function whichcan meet the requirement of real-time monitoring of every power quality index, therefore itis possible to take specific measures to improve the power quality issue. To achieve goal,this paper designed a power quality monitor based on DSP and Linux.the paper clearly stated the measurement index and methods according to the designtask. furthermore, it deeply studied the measuring method of voltage flicker, one of all thepower quality index, since improving the accuracy of measuring voltage flicker is one of theimportant target of this paper. to better the traditional measuring algorithm of IEC device,the paper analyzed the relevant principles in deep.To cover such issue, the paper proposed a proper optimization method based on theoriginal IEC device,and furthermore, built up an simulative model on Matlab according tothe method. After that, a number of experimental data had verified the effectiveness of thismethod, which laid a foundation of realizing the method in our power quality monitor.In line with the relevant measuring principles, the paper detail presented the softwaredesigning procedures of this double-CPU power monitor based on DSP and Linux. Thesoftware designing used a modular approach to achieve the goal of collecting and analyzingdata from the power grids. These software designing procedures contain the design of DSPsubsystem, control subsystem and HMI subsystem.The hardware circuits had been designed to meet the actual demands. The double-CPUstructure had validly separated the procedure of collecting and processing data from othertask in running the system, which largely simplified the circuit design and task allocation.The circuit design contains the module of signal acquisition, CPU, DO and the powersource.At last, this paper listed the testing result of the device which was developedaccording to all the standard concerned before, and it turned out to satisfy our demands.
