Coal is China’s most important source of energy. The coal industry is the national pillar industry. Due to the rapid development, Chinese people’s awareness of safety and health grows fast, safety production expectations for each industry increases highly. As a high-risk industry, coal industry draws more and more attention whose safety problem concerns government authorities and the public. All along, the state has introduced various security policies, laws and regulations on safety production in order to maintain the health status of coal mine safety. However,there are still many problems government regulation is temporarily unable to solve.To improve mine safety levels further, the internal control must be put into a prior place. This paper chose internal coal mine safety supervision as the research object,focusing on the study of its effectiveness, including regulatory efficiency and incentive effectiveness. The concrete research context was that was the Work Safety Supervision valid for miners’ unsafe behavior, and was the salary coal mining enterprises paid for the safety supervision staff valid.This article first described the development of coal mine safety supervision mechanism since the founding of new China. And then gave a brief introduction to the characteristics of a state-owned coal mine group H Group. There are a number of coal mines belong to H Group. We selected two representative coal mines, mine A and mine B, for detailed analysis on safety supervision internal modes. Whether the validity of the internal supervision has something to do with the mode, which coal mine, one with a high amount of fines, or one with a high probability of investigation, shows a better efficiency in safety production, this article made a thorough study. In the aspect of empirical analysis, the paper selected the related data in 2012 about official workers who violated the regulations from two coal mines as a sample. After building a regression model, we analyzed the factors affecting the miners’ illegal behavior. The results showed a limited preventive effect of high fines for violations, and there is no effect in the coal mine with a high investigated frequency.In the study of the incentive effectiveness, we selected data about 12 safety supervisors, and analyzed factors influencing their wage income. The results showed that: safety supervisors’ wages only related to the attendance days, not connectedwith the number of investigation, the amount of fines, etc..According to the results of the empirical analysis, this paper proposed the proper causes, and then put forward feasible suggestions from the aspects of safety supervisor, coal miners, coal mining enterprises, policy and system in response to the issues.
