Ultra-Short Radius Radial Drilling can form one or more holes in the same level.These radial boreholes can reach 100 meters long and 50 millimeters wide to increase the ultimate recovery of reserves, extending well drainage area, improving recover rate and single well-controlled reserve. Thus it can lower the average cost, accomplish less wells but more products. To put it in a nutshell, it is an important and efficient method in the recovery of low permeability reservoir and coal-bed methane.Casing hole formation is a key technology to accomplish Ultra-Radius Radial Drilling.This thesis focus on the mill cutter. Considering the analysis of casing material character and the mechanism of cutter wear due to the drilling condition, we designed a new kind of cutter depending on the theory of metal cutting and the principle of tool design.To test the cutting performance, we conduct a series of experiments including the optimization of cutting parameter and the contrast experiments with other kind of cutter. We accomplish them on the self-built test table and it turns out that the cutter is simple and durable. It needs lower thrust force and torque to drill out the casing. In addition, it does a good work in centering and the process of drilling is smooth and steady. The chip can be small by controlling the thrust force, to avoid blocking the cutter.
