With reservoir fractures developing as well as large differences in plane and sectional reservoir properties, the H42 reservoir of Huo Shao Shan Oil-Field has entered a period of high water cut after more than 20 years’ development. With the increase in the degree of reserve recovery, the distribution of underground fluid is becoming more and more complex, meanwhile, residual oil is in a highly dispersed state. All these lead to significantly reduction in the effective measures. At present, there exist the problems of fast water rising speed and unbalanced pressure distribution on the plane direction, etc. By proceeding research on development technology policy, the reservoir characteristics are further understood and evaluated, and the laws of reservoir development are grasped. Based on comprehensive study of the reservoir geology and reservoir development, the main development technology policy for different stages of reservoir development is evaluated. In the end, the development technology policy and limit that helps stable reservoir production is proposed for the future reservoir development. A specific and reasonable suggestion is recommended for the future adjustment.In this paper, by using the existing reservoir geological data, and combining dynamic and static analysis, the H42 reservoir waterflooding development evaluation is carried out. Zones are determined according to the geological and development characteristics of the reservoir. By using reservoir engineering, numerical simulation, mineral statistics, mineral empirical formula, empirical formula and other methods, study on the reasonable pressure limit for H42 reservoir of Huo Shao Shan Oil-Field is undertaken for the current and future development stages. The study contains the reasonable formation pressure, flow pressure for water injection wells, flow pressure for oil production wells, injection-production pressure, production pressure, etc. At the same time, a reasonable injection system limit research is carried out for the current and future development stages, which contains the reasonable injection-production ratio, water intake per unit thickness, water injection, liquid production rate, oil production rate, fluid withdrawal rate, oil production, liquid production per unit thickness, fluid productivity index, productivity index. From mentioned above, the suitable development technology policy for the reservoir is optimized. The reasonable formation pressure is 14 MPa, the reasonable bottomhole pressure is 5.6MPa, the reasonable liquid rate is 2.60%, the reasonable oil production rate is 0.60%. The reasonable injection ratio is 1.4, the wellhead pressure for injection wells is 8.9MPa, the reasonable water injection rate is 3.75m3/d·m. According to the current problems of low fluid and oil production rate, as well as a little higher bottomhole flowing pressure, it is recommended that the oil wells can appropriately increase liquid production or carry out measures, meanwhile, the injection-production ratio remain at around 1.4.
