Thirty years of reform and opening up, China’s rapid socio-economic development, the level of urbanization in our country rapidly accelerated. With the surplus of rural population to urban life and a massive inflow of urban waste generated source also increase, and directly led to the generation of municipal solid waste surge landfill many cities due to full capacity and had to advance closure. MSW surge triggered a series of environmental problems.Lhasa is China’s environmental quality of the best city. But its geographical location is rather special, fragile ecosystems sensitive, low-interference ability, less able to respond to self-renewal, and therefore extremely important task of environmental protection. Especially after the Qinghai-Tibet railway opened to traffic, the number of travelers to Lhasa, the rapid increase in the pace of economic development has rapidly improved, municipal waste disposal inevitably faced with garbage while increasing the number and variety of great challenges.In such a context, in order to deal with the problem of municipal solid waste as a starting point, the use of literature research, survey research and comparative research, through field research to find out now in the process of governance in Lhasa municipal solid waste, and surviving in the mix collection, low degree of resources to deal with technical issues such as single, and analyze the causes behind the existence of the problem: the legal system, the management system is imperfect, the low level of participation of social subjects, limited sanitation funding sources, public awareness is weak classification and other reasons, the final combined with the specific situation, it is recommended Lhasa should be in the lead in establishing a sound system of garbage separation and recycling, and put forward corresponding countermeasures First, establish a sound system of laws and policies of municipal solid waste disposal; the second is the establishment of a government-led multi-participation governance system; third is to establish a monitoring system of municipal solid waste; Fourth enterprise reform, targeting welfare increase financial input; fifth is to strengthen publicity to raise public awareness and recovery; hope to improve the Lhasa municipal solid waste management.
