Study On The Rural Ecological Civilization Construction Under The Construction Of Harmonious Society

Our country’s economy got rapid development Whether in the cities or the countryside after decades of reform and opening up. Due to the attention of development and despise environmental protection ideas for long-time, cause the ecological environment suffered serious damage. Rural life pollution, Production and industrial pollution is extremely serious, with the expansion of urbanization and the transformation of rural society, large-scales of urban waste that transferred to the rural areas are resulting the rural ecological environment suffers more pollution. These problems have affected the sustainable development of the rural societies and China as a whole; and hinder the process of building a new socialist countryside: "development of production, affluent life, rural civilization, neat villages and democratic management." If ignores it, it will pose threat to the construction of a harmonious society in China, and the dream of harmony between man and nature, and sustainable development will be dwindled into nothing. Through the analysis of characteristics of the definition of "harmonious society" and "ecological civilization", tap the potential link between the two, then look at construction of the rural ecological civilization from the perspective of building a harmonious society, Through the analysis of the situations and reasons of rural environmental pollution in China at the present stage break the traditional economic development view, propose specific measures for the construction of our country’s rural ecological civilization under the new situation.The first part introduces establish of harmonious society, important characteristics of the construction of harmonious society, the definition and content of ecological civilization, and the potential links between the construction of harmonious society and ecological civilization in rural areas.The second part systematically introduces the environmental problems that China’s rural areas currently facing, from the perspectives of non-point source pollution in rural areas, rural life pollution, industrial pollution in rural areas and the new pollutions brought by the result of rural urbanization. And reflected the current stage of China’s rural ecological civilization construction.The third part systematically analysis the factors for the predicament that China face in present stage of rural ecological civilization construction from the perspectives of rural environmental awareness, environmental protection investment, rural environmental protection institutions, the rural environmental protection laws and regulations as well as the investment of science and technology in rural environmental protection.The four part analysis and concluded results, the article fully discusses the countermeasures of rural ecological civilization construction under the view of Harmonious Society. Suggested that advocates good eco-civilization atmosphere through education; focus on technology development and capital investment; improve the rural environmental laws and regulations, provide legal protection for the construction of rural ecological civilization; change the mode of production and way of life and improvement of the quality of life as a fundamental way of concrete the construction of eco-civilization.
