| The development of industrialization and urbanization consumes a lot of energy, thus caused serious environmental pollution. Especially the Beijing-Tianjin-Hebei region, its energy consumption and increasing ownership of vehicles make air quality declining in recent years, frequent haze weather let more and more researchers began to study the main causes of the haze formation, the energy saving and emission reduction strategy. As the atmospheric environmental policies and regulations presented, Beijing-Tianjin-Hebei regional atmospheric environmental problems has become a hot issue at all levels of government attention.This paper is based on the 3EDSS (energy - economy - environment sustainable development research platform and decision support system) and the project-The Study of Resource-Economy-Environment Sustainable Development System Planning Model and Decision Support in Beijing-Tianjin-Hebei Area supported by Beijing Municipal.This Project studies the haze formation mechanism and energy-saving and emission-reducing decision., mainly completes the following work:(1) This paper studies the geographical location and economic and social development of the Beijing-Tianjin-Hebei region and collects the atmospheric environment related data, analyses the trend of concentration pollutant discharge of Beijing-Tianjin-Hebei region and major cities in the AQI (Air pollution index).(2) Build haze formation mechanism model of the Beijing-Tianjin-Hebei region, through collecting the relevant index data of haze formation mechanism, studies each index and the correlation between air quality days, further research for haze weather, establishing multivariate linear regression equation for the most relevant indicators.(3) Construction of regional haze weather forecasting model, using the grey forecasting model for the pollutants concentration of Beijing-Tianjin-Hebei region long-term forecasting and short-term forecasting AQI index changes.(4) Taking a coal-fired power plant as an example in Beijing-Tianjin-Hebei region, with the improved analytic hierarchy process under the targets for energy conservation and emissions reduction, make a comprehensive evaluation on the work of energy conservation and emissions reduction of the power plant, and puts forward policy recommendations to improve energy conservation and emissions reduction work.(5) Integrate the thesis involves index and model with the existing with 3EDSS platform, and implements the Beijing-Tianjin-Hebei regional haze formation mechanism and the main function of decision support system for energy conservation and emissions reduction, with 3EDSS platform of sharing resources, give full play to the platform of information display ability and function of decision support, provide the basis for auxiliary decision-making. |
