The Impact Factors Of Residents’ Intention To Deposit Policy Of Solid Waste

Currently it is still an initial stage of structural transformation of an economy in China, although the awareness of environmental is gradually increasing by our people, the problem of environmental pollution are still very serious. Such as throwing the trash randomly, which resulting the waste of resources. In order to control the pollution and protect the environmental, then get a win-win road between economical development and environmental improving, China need to speed up the building of a sound legal system of circular economy, and establish and improve some related policy and system to guild people. Environmental deposit policy means to control the pollution by economical methods, which has a high realistic feasibility to control the pollution. Actually, the Environmental deposit policy has been widely used in foreign. In theory, the implementation of environmental deposit policy can effectively improve Chinese solid waste recycling and quality of environmental. However, now it just trial on a small area, and didn’t get a better promotion. Therefore, strengthening to research the Environmental deposit policy and improving some relevant laws and regulation will have a great significance to achieve sustainable development in China.This article has three main parts, on the first part, through the collection of documents, and combined with the actual situation to comb the concerts theoretical foundation operation mode of Environmental deposit policy. The second part, introducing the development of Environmental policy in domestic and foreign, then exploring the experience reference of foreign Environmental deposit policy for our country. After comparing, we found that it has a more widely used of Environmental deposit policy in foreign, and the range of application are expanding, which not only effective for pollution control, but also reduced the government investment on environmental protect. The third part, analyzing the factors of resident’s policy intentions based on the theory of planned behavior, which based on a sample of survey data by Fuzhou’s residents, and build a model of policy intentions on resident environmental deposit policy. To explore the influent factors of this model, this article has based on literature review and expert advice, then selecting the policy intentions> awareness of environmental、ability of individual morality of environment、 convenience and so on variables to build a structure equation model. After estimated of this model, it can get the coefficient of standardization path are 0.26、0.58 between the ability of individual、 morality of environment and policy intentions, which indicating the positive significant impact of ability of individual and morality environment to environmental deposit policy, and it is a main factor of the environmental deposit policy intentions by residents. Finally, according to the result of the analysis of factors, the putting forwarder a sound environmental deposit policy, included relevant legislation, building Establishment of extended responsibility system and improve the ability of residents waste recycling, strengthen environmental deposit policy advocacy and so on policy recommendations.
