As the rapid development of social economy people’s material and cultural life get richer and the quality of life level improve constantly. At the same time, however, there are more environment problems, especially the contamination of water environment deserve the concern in water environment system. Water environment system as the important part of environment system, it’s contamination is particularly serious. In order to solve the problem of water pollution, first of all, we should control the total quantity of the water environmental pollution. In this study among the many different studies made around the world on the analysis of the water pollution, combine pollution sources in pollution sources investigation with data collection along the San Tai period of Kaijiang river, analysis it’s pollution status and main causes, finally calculate the water environmental capacity of the San Tai period of Kaijiang river, as a result, this studies can be use as the basis of water environment measures, so as to put forward the control measures and suggestions of the regional water environmental pollution control.Along the San Tai period of Kaijiang river, there are four towns, Tongchuan,Guing, Wanan, and Xiping. According to river basin water envitonment function division, administrative divisions, the location of mian pollution or emission sources, and the principle and requirement of locating control sections, two control sections are set, the lower cross section is out of the west door of Tongchuan, the upper cross section is in the upstream of Xiping silk factiory.The main pollution sources of SanTai period of Kaijiangriver are almost three types, domestic pollution, agricultural pollution and farmland, pollution from livestock and poultry. From the point of calculation results, the source of the discharge of major pollutants of the San Tai period of Kaijiang river are rural daily wastewater and farmland runoff water, urban daily wastewater, industrial wastewater. Equal standard pollution index, such as standard pollution load and the pollution load ratio method to implement pollution source analysis and evaluation. It was calculated that city daily pollution sources (55.29%) is the main source of pollution emission, the second is the rural daily wastewater and agricultural pollution and farmland (37.49%), the last one is industrial wastewater pollution sources (5.02%). Through the investigation of the water pollution status, water pollution control status and surface water quality status in the SanTai period of Kaijiang river, according to the national pollutant total amount control requirements, the major environmental control factors is determined chemical oxygen demand.(CODcr) and ammonia nitrogen as main control factor calculation of the water environmental capacity in the SanTai period of Kaijiang river.Kaijiang river is belong to little river basin in Mianyang, in this study "one-dimensional steady capacity model" is used to calculate the water environmental capacity of the little river basin. After the pollutants get into the water within the scope of this area, within a certain range after advection of longitudinal dispersion, and lateral mixing, or according to the precision requirements of water quality management allow without considering or process and assumptions in the outlet section of instantaneous mixing, we can use the one-dimensional steady capacity model to calculate, establish the water quality model and calculate the environmental capacity of water. In general, under the same environmental objectives, the better environmental quality, the greater environmental capacity. In the case of the same environmental quality, environmental objectives is higher, the environmental capacity is smaller.According to the formula of "regional water pollutant emissions reductions= existing water environment capacity calculation result value-regional present situation of pollutant emissions", if the regional present situation of environmental pollutants emissions by certain conditions, the water environment capacity value is negative, reflecting the regional water environment quality is poorer, the relevant administrative departments should limit emissions of pollutants in the area of Water environmental capacity value is positive, it reflects the regional water environment quality is better, can reduce pollutant discharge enterprises appropriately cutting quota, have reached the harmonious development of social economy and environment in a region.
