Research On The Constructed Wetland Operating And Management Mechanism In Nansi Lake Basin

Along with population swelling in the river basin and the acceleration of urbanization process also with the index of regional social and economic upward, river basin water environmental problem is increasingly serious. The phenomenon of fresh water consumption and ecological environment deterioration is striking. The contradiction between extensive economic growth mode and limited capacity of resource and environment has become the constraint of regional social and economic development.South-to-North Water Transfer Projects is helpful to alleviate the current situation of water shortage in northern China. In order to ensure the security of the water diversion in eastern route, the government of Shandong province has built a large number of constructed wetland projects in Nansi lake basin, and the environment of river basin water has been continuously improved since 2002. However, taking government as the mainly operation department also exposed a series of drawbacks in the constructed wetland management. This paper focus on figuring out how to build a set of scientific and effective mechanism of constructed wetland operation on the premise of sustainable treatment for river basin pollution. Using the market competition mechanism to realize diversified financing and market-oriented operation, and to reduce the burden on the government to keep their focus on the regulation.Aiming at constructed wetland operating and management mechanism, this paper has carried out the following research. Firstly, we has discussed and analyzed the constructed wetland operation mechanism related theory and concepts. Secondly, based on previous literature research’s results, we carried out a field investigation and sampling analysis and comprehensively studied the operating mode of constructed wetland in Nansi lake basin, also analyzed the management problems at the same time. Thirdly, proposing that building market-oriented operation as guidance, advocating the operation principle of "market is primarily and government coordination", analyzing the feasibility of market-oriented operation. Finally, in order to improve the constructed wetland market-oriented operation mechanism, a series of suggestions has been put forward:establishing perfect policy system and standard system, expanding multi-channel financing, strengthening the comprehensive management capacity and building diversified operation mode, etc, providing reference for local government.
