| Since 1993, the energy and chemical industry area of Xianren Island in Yingkou(the Xianren Island New Area), from a small fishing village which develops fishery to the energy and chemical industry area on a large scale, has undergone enormous changes. With economic development, environmental risks posed by industry appear. From London "fog" to Beijing haze days, economic development was regarded as important while the environment was ignored. Although economy has developed, the original clear water and blue sky was seen no more. We should learn lessons from the development of the energy and chemical industry area in Xianren Island, taking the form of mixing development, protection and governance, which can make both environment and economy improve a lot.Although economic development is important, environmental protection can`t be thought less of. It is imperative for the developing energy and chemical industry area of Xianren Island to develop its economy. How to develop and how to maintain sustainable development is the problem which we are facing. Environment should not be made sacrifices for development, therefore, it is necessary to assess, evaluate, control and avoid the risks in the process of construction.As an important part to be developed of new coastal industry in Liaoning Province, Xianren Island area will become new economic growth point of Yingkou. What to be hoped in development is to create an international port, high-end logistics, energy and chemical industrial area in China east coastal areas and construct demonstrative zone, in which economy, society, culture and ecology develops harmoniously, of Northeast Asian coastal areas. Therefore, we should not only make breakthrough in the industrial development, but also build a new livable city —— human-oriented and considering efficiency.Xianren Island area is the energy and chemical industry zone,which mainly to petrochemical industry and logistics. Most of the raw materials in petrochemical industry are inflammable and explosive materials and most of its products are toxic and harmful substances. They are most likely to cause a potential accident in the process of production, most are in high temperature, high pressure or low temperature, low pressure and other harsh conditions. Once an accident has happened, production of raw materials and products often lead to the explosion and fire occurred one after another in the procedure stored. The production of raw materials and products can lead to a large number of harmful substances leakage in the development process, which can spread the atmosphere and water to the environment, and it will harm the crowd and threaten the property. The paper evaluated the environmental risk according to the provisions of the State Environmental Protection Administration, especially the requirements of environmental risk assessment of major environmental pollution accident hidden danger. At the meantime, this paper puts forward risk prevention measures and contingency plans via distinguishing the risk, analyzing and predicting the consequences, which provides technical decision-making basis and guidance for the projects construction and reduce the environmental risk as far as possible to the most acceptable level.In order to make more progress in developing, the energy and chemical industry area of Xianren Island in Yingkou must think highly of the ecological environment protection and take the risk control and optimization as a point. By analyzing the existing development situation and environment controlling scheme of the area, this thesis points out existing environmental problems in the development and lots of potential problems in development planning,so as to achieve reasonable guide and control of industrial development as well as spatial layout, provide a scientific basis for the approval and management of next development project, lay the foundation for the regional economic development and ecological environment sustainable development in the future. |
