Incineration will be a main measure to treat the solid waste.The construction of solid waste incineration plant is a pollution control engineering which has a deep and long influence on nature and society environment. The coordination between project planning and environmental project need to be carefully considered to alleviate the degree of pollution and damage during the process of construction and operation.This paper which foucesed on a country-level city’s incineration plan construction,analysised the feasibility of the incineration process and the type of incinerator and assessed the environmental impact around the incineration planning at the same time. The results are as follows:1. The waste incineration technology is feasible according the amount and the compositon of the waste produced by the country-level city.2. Fluidized bed incinerator is feasible according the characteristics of the waste,the scale of the incinerator and whether or not comprehensive utilization.3. The operation of the incinerator will have a little effect on the surrounding atmosphere environment, no obvious impact on human health caused by the emission of dioxin according the result of atmospheric environmental impact assessment by the model of AERMOD.4. The operation of the incinerator has no influence on the surrounding and ecological environment according the environmental impact assessment.
