The current industrialization and urbanization is developing fast, the total economy output maintains rapid growth, the energy resource consumption is increasing gradually, These phenomena result in the bad environmental condition. The traditional environmental governance mode is no longer enough for environmental protection. We must mobilize and absorb the extensive public energy to participation in environmental protection. The importance of public participation in environmental protection has been recognized by the Chinese government and more and more public. Though some progress has been made in public participation in environmental protection.But because of various reasons, the degree of participation is not high, relates to the surface is still relatively narrow. At present, with the transformation of the government and the people environmental protection consciousness awakening, it is a good time to promote the public participation in environmental protection, this also makes it more urgent to make better public participation in environmental protection. This paper researched a lot of literature, combined with field experience, in order to explore a variety of ways to improve public participation in environmental protection.This paper takes "public participation in environmental protection" as the research content, first of all, in-depth understanding and study of public participation in environmental management related theory and the domestic and foreign research present situation, the theoretical basis, the main scope of analysis the concept of public participation in environmental protection participation. Subsequently, summarizes some experiences of foreign public participation in environmental protection. And then analysis the development history and current situation of Chinese public participation in environmental protection from the aspects of participation in legislation, system, consciousness, subject, degree and way, as it is still in the initial stage of continuous exploration, there are still many problems and shortcomings, such as lack of corresponding legal system guarantee, public participation in the field of narrow, low level in participation, low degree in environmental decision-making participation, the limited effecting of non-governmental environmental protection organization., and analyzes the deep reasons behind these problems. Based on the spot investigation materials, we made a deep research on the case of Weifang "deep discharge" pollution of groundwater environmental and the new way for the public to participation in environmental protection. Aiming at the existing problems of public participation in environmental protection Chinese, from improving the mechanism of public participation, establish government credibility, promote the disclosure of environmental information, stimulate public participation enthusiasm, relevant policy recommendations to support the environmental NGO development, research in the new environment situation, how to take the way of diversification, and strive to achieve the balance of information, improve public participation in environmental protection awareness, make more breakthrough in aspects of the realization of public participation in environmental protection.
