Research On The Ecological Compensation Mechanism In China

In today’s society, because the ecological benefit is distributed unequally between conservationists and the beneficiaries, ecological environment destroyers and victims, the protector cannot get relevant economic support. Beneficiaries can arbitrary use ecological benefit that creates by ecological environment.Meanwhile, the destroyer is not punished accordingly, and also, they don’t bear the corresponding responsibility and cost.So the victim cannot get any financial compensation. The fact that ecological protection and economic interests developed unequally, will not only slow down the pace of China’s ecological protection work, but also will seriously affect the relevant stakeholders’ harmonious development. Thereby it will affect the whole development over the region.Ecological compensation becomes objective needs and important means to balance development rights of different areas and responsibility of ecological environment protection,and to protect the national ecological security.For the long-term development of our country’s ecological environment,We need to comprehensive maintain the entire ecosystem,and ensure the ecological service function can be played fluently.So making and constructing the ecological compensation mechanism is the only way to maintain the stable development of the ecological environment in our country.Ecological compensation mechanism have important influences on adjustment of interest relations,it can make external characteristics of the ecological environment gradually internalization,encourage environmental protection act of people,improve the values of ecological services and natural capital,it pursues the environmental justice and realize the fair distribution, by improving and adjusting the relevant field of production in the ecological environment protection and the utilization of natural resources.That the main purpose is to redistribute rights and duties of environmental stakeholders and to achieve a balance,which can ultimately promote the improvement of the ecological environment and the availability of natural resources,also gradually improve the social productivity.This paper studys on ecological compensation mechanism in China mainly from the two basic perspectives of legislation and practice,starting with the current situation and problems of ecological compensation mechanism in our country and learning from the foreign related content of ecological compensation mechanism,from which get some inspirations.And then it puts forward some suggestions on improving the ecological compensation mechanism of China from the basic concept of ecological compensation,the improvement of the relevant legal system, the establishment and perfection of the management system of compensation, the development route of the ecological compensation mechanism, the strengthening of public awareness of compensation,which hope to provide references to improve the ecological compensation mechanism in China and make the ecological compensation mechanism play an essential role in environmental protection.
