Since the 90’s of last century, Changxing Island Hulushan Bay has become the focus of the development zone of Liaoning coastal economic zone where is rich in resources utilized partially. With the acceleration of urbanization construction in Dalian, coastal space utilization of the economic and social benefits has been a boon to the people. However the large-scale development of industrialization and urbanization resulting in serious shortage of construction land, the development of the Bay has begun to face the increasingly prominent environmental pollution problems. There is no doubt that with the rise of the development of marine resources, the increasing economic benefits and environmental evolution and polluted has become the focus of society.This paper uses the method of AHP-PCA to evaluate the current situation of ecological environment quality in Changxing Island Hulushan bay. Being base on the survey data of study Gulf environment in 1990 and 2013, this paper takes advantage of graded-weighted method of verification in order to completed the research of dynamic changes of the Bay’s Eco-environment. Hakanson index and Spatial superposition function of ArcGIS have been carried out to evaluate the potential ecological risk in the study Gulf, which provides a scientific reference for the spatial planning, development and environmental protection of island coastal zone.Consequently, the researched results of Eco-environment in Hulushan Bay’s temporal and spatial variation are as follows.1. Carrying out the research on the overall level classification of ecological environment quality in Gulf showing that the Eco-environment becomes deteriorate from the baymouth to the tail. By means of spatial calculation function of ArcGIS the Gulfs environmental quality level is calculated and combined with principal component analysis showed that the area affected by the first principal component, such as heavy metals, petroleum hydrocarbons and other elements of the dominant influence.2. This paper takes a further study on environmental change in value additionally to determine the weight of each index system so as to calculate the overall ecological environment changes of Hulushan Bay. Comprehensively making a description of the ecological environment deterioration tendency and spatio-temporal changes of the Gulf from 1990s (Environmental background) to 2013 (large-scale development period).3. Comprehensively evaluating the potential ecological risk level of the Gulf shows the increasing potential ecological risks from the baymouth to the interior of the Gulf, which the extremum value of risk located at STX shipbuilding plant and petrochemical industry park of coastal waters showing that Heavy industry and petrochemical industry has turned to be the high ecological risk source.
