Bohai Rim has become very developed china’s social and economic areas. As the supporting basis of the Bohai Economic Circle, service of the Bohai Sea’s ecological systems plays a decisive role in the economic development, and occupies an important strategic position on the construction and development of the northeast Asian economic ring of economy.However, with the rapid economic development and population growth, Bohai Sea, known as the reputation of Chinese "fish warehouse" and "The Ocean Park", is subjecting its ecological systems to an unprecedented great pressure, and its service sustainable and utilization ability are significantly speeding up the loss, facing abnormal serious environmental and ecological problems, such as water quality deterioration, frequently occuring Red Tide Disasters, marine ecosystems imbalance, serious recession of marine fishery resources, which are becoming increasingly serious, and also the important factors restricting the social and economic sustainable development. Increasement of pollutants discharge, especially the increasing discharge of land-based sources is the root of the worsening Bohai Sea environment.The research work considers the Bohai marine environment and the pollutants from land as a whole system with a sea-land integrated perspective, combing the Bohai sea’s ecological system, the dominant ecological function and its strategic location. The key problems of Bohai sea’s ecological environment are identified. Through the establishment of Bohai sea water dynamic model and pollutant transport model, migration of Bohai Sea’s pollutants are studied. The Bohai offshore bearing capacity of main environmental factors is analyzed based on calculation of the Bohai sea’s environmental capacity. Based on maximum allowable emission of Bohai Sea coastal city, a total pollutant control scheme of sub-regional difference is suggested.The results of this research will provide necessary scientific basis and decision-making information for the Bohai Sea Environmental Protection and Management, and is of great reference value of environmental protection and pollution control in the present stage in china’s coastal areas.
