But at the sametime, it caused the damage to the resource and the ecological environmentseriously. So human began to pay close attention to the path of harmoniousdevelopment of the ecology and economy. Human society transformed fromindustrial economy society to knowledge economy, ecological economy,green economy and low carbon economic social gradually. Human resourcesthat is the factor of production and the ecological civilization havebecome the research focus. The report in the eighteenth national congressof the communist party of China ponited out that the construction ofecological civilization should be put on the prominent position andblended into the whole process of economic construction, politicalconstruction, cultural construction and social construction. Humanresources and ecological civilization are the driving force that can helphuman realize the sustainable development of ecological civilization.They will inevitably become the point that economics pay attention to.The level of economic development is relatively low in Guizhou. Thequality of population is relatively poor as a whole. The ecologicalenvironment is fragile. So Guizhou is facing the dual task that aredeveloping the economic and protectting the ecological environment. Humanresources is the key factors that can promote economic growth, change theway of economic growth, promote the technological progress and realizethe optimization and upgrading of industrial structure and thesustainable development. The construction of ecological civilization isbeneficial to promote the development of human resources, and it can helphuman resources play the role in the economic and social development. Thesustainable development of the economic society coordinating withresources and environment needs the research of human resources and theecological civilization construction in Guizhou.First of all, on the basis of using the related research results forreference this paper studies the human resources and the construction ofecological civilization in Guizhou. It measures the the stock of humanresources in Guizhou by the way of the average time of education, and researches the current situation of human resources from the angle ofquantity, quality, structure and stock of human resources. It points outthat the main problems of human resources in Guizhou are the low qualityand innovation ability of human resources, the transferring of humanresources and the less investment in human resources. In combination withthe practical situation of Guizhou, the paper constructs the evaluationindex system of the construction of ecological civilization in Guizhou.It uses the index system to evaluate the level of the construction ofecological civilization in Guizhou, and points out that Guizhou hasattained some progress in the construction of ecological civilization,but the level is still low and there are some problems.Secondly the empirical analysis has been carried on about thecorrelation between human resources and the construction of ecologicalcivilization in Guizhou. The theory, data and related model that is usedto study the direct relationship between them are little. The paperstudies their relation by constructing indirect correlations. First,Lucas’ human capital model is adopted to study relationship between humanresource and economic growth. The results show that with the increase ofthe employment rate the economic growth speeds up. Second, the paperanalyzes the role of human resources on the adjustment of industrialstructure by studying the employment structure and industrial structure’situation during the year of2001to2011in Guizhou. Third, the paperanalyzes the relationship between human resource and energy consumptionintensity by using the energy consumption stress convergence model inGuizhou. With the increase of Stock of human resources, energy consumptionintensity descendes, it means that the growth of the stock of humanresources in Guizhou improves the efficiency of energy use. Fourth, thepaper analyses the variation of relationship between the indicators ofpublic services, health care expenditure and education expenditure thatinvolved in the evaluation index system and human resources by using VARmodel.Then, it analyzes the promotion of the construction of ecologicalcivilization for human resources development in Guizhou.In the end, the paper regards human resources and the constructionof ecological civilization in Guizhou as the theme. It finds the theoretical basis by relevant theories.The paper makes the detailed anddeep analysis about relationship and inner change rule between developinghunam resources and the sociey, the economy and the construction ofecological civilization on the base of studying the situation of humanresources and the construction of ecological civilization. It putsforward some policies and recommendations about how to realize thecoordinating development between human resources and the ecologicalcivilizationconstruction in Guizhou. |
