Research On The Environmental Performance Evaluation Of Changhai County Government

Nowadays, ecological environment has received increased attention all over the world. Changhai county is under the administration of Dalian, Liaoning province, which is also the only island county in Northeast Region and the only island border county in China. The main task of Changhai county is to develop international tourism resort and modern marine ranching. Ecological environment plays a crucial role in the development of Changhai county, and government environmental performance evaluation is of vital importance to preserve its ecological environment.The research area of this thesis includes subjects such as public administration and environmental sciences, and it’s supported by responsible government theory, environmental rights theory and government performance theory. The main aim is to find the main method to protect environment by means of empirical research. In addition, it also takes advantages of advanced experience of environment evaluation research domestic and overseas, in order to make suggestions to improve the environmental performance evaluation of Changhai county government.This thesis is composed of four parts. Chapter One elaborates the research objective and significance of this thesis. It also interprets the key words such as environmental performance, environmental performance evaluation, environmental performance evaluation of the government and environmental responsibility etc. Moreover, the research methods and ideas of this thesis are decided by way of discussing related theories of government environmental performance home and abroad. Chapter Two introduces the environmental status of Changhai county and the current situation of government environmental performance evaluation. It also points out some problems existed at present, such as the simplification of evaluation purpose of current government environmental performance evaluation, the lack of science when making a plan of environmental performance evaluation, the monotonous evaluation subject and the adequate use of result. etc. Besides, it also analyzes the causes of the above problems. Chapter Three makes a comparison of environmental performance evaluation model domestic and overseas. What’s more, it puts forward a better plan of environmental performance evaluation of Changhai county government, and the feasibility of the plan is discussed and studied. Chapter Four puts forth the countermeasures and suggestions of improving environmental performance evaluation of Changhai county government with a clear aim based on the practical situation of Changhai county.
