Research On Construction And Demolition Waste Management Based On Extended Producer Responsibility

With urbanization and economic development, it’s inevitably produce large amounts of construction and demolition waste (CDW), but the traditional construction ways and management can’t meet the principle of circular economy. The current situation of "junk Besieged City" is difficult to solve merely through the government itself, so it’s essential to adopt new ideas to build management mode. Extended producer responsibility (EPR) as an important principle of the development of circular economy, provides new ideas for CDW management.In this paper, through the study of CDW management system, analyze the definition and composition of CDW, and summarize the factors influencing the CDW production from the macro and the micro perspective. Review domestic and foreign literatures widely, read the government and industry association report of European Union, Japan and other countries and learn related regulations and policies at home and abroad to investigate and understand each country’s CDW management situation. Comparing CDW management system of Japan and China, analyze and summarize the presence problems in our current CDW management system as the followings, the relatively low waste management hierarchy, unclear definition of the management subject and object, lack of Take-back system and high regulatory costs with low cost of illegal behavior. Based on the analysis above, considering the CDW management status and referencing to the Organization for Economic Co-operation and Development (OECD), European Union, Canada and other countries’experience of EPR research and implementation, this paper put forward EPR is applied to CDW management.According to the research results of EPR by OECD, demonstrate the applicability of EPR applied in the CDW management and describes its significant advantages. And then through in-depth study of EPR, conclude the core elements of EPR application mechanism, which includes three aspects——responsibility subject, EPR product and responsibility model, and EPR implementation instruments; Finally, elaborate CDW EPR management mechanism by definition three aspects key elements. From the supply chain perspective, define "producer" as the union of owner who is the most influential in the supply chain and contractors produce CDW directly, to bear joint producer responsibility; Using EPR evaluation matrix provided by Canadian Council of Minister of the Environment to define EPR products and concrete aggregate, wood and asphalt are on the list. And then combined with product attributes and characteristics of the industry, determining the producers assume collective and physical responsibility; Analyze the approach of EPR implementation instruments affecting management system and find that Take-back requirement is a basic policy instrument," producer "is the key to connect upstream to downstream, and some instruments should be adopted together etc. At the end of this paper, based on the study above, a new comprehensive CDW management is proposed, as well as some suggestions.
