Study On Optimization Of EIA Administration Approval

Insisting the theory of ecology civilization and making China beautiful is animportant part of reviving our nation and realizing Chinese Dream. During30years ofreform and opening policy, our county has reached great achievement which shocksthe world, but at the meantime it costs grave pay in ecology and environment. Thereare problems to solve such as nature pollution, ecological degradation as well asenvironment protection, all of which are of influence on economy and people’s living.Although in1980s the Environmental impact assessment and approval system hasbeen adopted by our country, the current system has its own disadvantages, especiallynot suitable for the development of local economy and society in Environmentalimpact assessment and approval system of a project.It can promote the whole process supervision and increase the level of publicparticipation in environment, so that positive effect should be fully caused in areadevelopment transformation, serving people and the protection of the ecologicalenvironment. It would also provide matured experiences and effective proposal forgovernment to perform the functions. By analyzing external environment theories,this paper will discuss the managing efficiency of directly control method onEnvironmental impact assessment and approval program. Based on the actualproblems on environmental protection such as emphasizing in approval but ignoringsupervision and safeguarding the public interest in environment, according to thedeepening reform in administrative approval system and the specific requirements ofbuilding the new service government, relating to case analysis as well as my workexperience, some reasonable suggestions are present to perfect the constructionproject EIA approval procedures and improve the construction project EIA approval.Meanwhile, this paper is based on the Mr Coase’s Theory, aiming to regularizebehavior in pollutant emission regulation and pollution discharge license grant toentrepreneurs, and push on marketization in pollution rights trade. By the change ofthe means of environmental control, the enthusiasm will be raised, participation ofgovernment enterprise and individual will be raised to protect environment, efficiencywill be raised in management, the work of environmental protection will be carriedout better. The innovation points of this paper are as follows: by improving the constructionproject EIA approval the participation of enterprise and individual will be raised, fromnew perspective and idea it is raised that EIA approval is the preparation and base ofmarketization in pollution rights trade, and the work of environmental protection isdeveloped by market mechanism.
