The pulp and paper making industry belongs to a high water consumption andpollution industry in Guangdong Province, which brings a huge environment carryingcapacity pressure on local water resources. It is an effective approach to finding out thebest feasible clean production of water-saving emission reduction technology by means ofauditing the clean production of the papermaking enterprises and assessing the paperindustry in the production of water-saving potential to solve the contradictions betweeneconomic and water resources problems, which also has a significant theoretical guidanceand practical influence on the sustainable development in the papermaking industry. Thisdissertation studies the above problems, and the results are as follows:Based on the research of cleaner production evaluation system at home and abroad,the paper conservation and waste reduction evaluation system was constructed, and thenauthor determined the evaluation index reference values. The AHP-fuzzy comprehensiveevaluation method was used to determine the index weight coefficient and comprehensiveevaluation methods. Conducted for the production of pulp and paper business processanalysis, the water-saving links and water conservation measures were found. Finally, apaper-making enterprise was taken for example through MBF to verify the validity andusefulness of the model which had been built before. The main results achieved in thispaper are as follows:(1)The author successfully built the water-saving and emission reduction of cleanproduction evaluation system which could reflect the papermaking industry’scharacteristics firstly. The system is divided into criteria layer and index layer, in whichcriteria layer included4indicators like water use indicator and the index layer included10indicators like quantity of water indicator.(2)The paper used AHP to determine the right of each index evaluation system weight.In all tow second level indicators, the top four indexs are the quantity of water (0.2678),wastewater emission (0.1967), water recycling rate (0.1419) and the COD emission value(0.1221), which accounted for a larger proportion. So papermaking industry should givepriority to the four indicators. (3)The paper summarizes the common water-saving technologies, such as closedscreening technology, the concentration of technology, white water reuse technology andwastewater reuse technology; describes common methods of papermaking wastewatertreatment, namely physical pretreatment+anaerobic biological treatment+aerobicbiological treatment+depth treatment process, providing a reference for water pollutantemissions control; and proposed the basic analysis steps of cleaner productionwater-saving and emission reduction.(4) Daokaudongfa Paper Co., Ltd. in Dongguan city is taken as an example to assessthe water-saving and emission reduction potential of cleaner production, of whichwater-saving and emission reduction levels was conducted a comprehensive analysis.Then whitewater reuse and other water-saving and emission reduction programs wereproposed to improve the water-saving and emission reduction levels of cleaner production.The results show that the model constructed can well reflect potential of the cleanproduction of water-saving and emission reduction in the enterprises, and a significantsaving emission reduction benefit is achieved after implementation of the program.
