Study On Ecological Compensation Standard Of Public Forest In Forest Park Of Hunan Province

With the development of social and economy, huge changes occurred on human demand for forestry, which changed from simply providing timber and other forest products to not only meeting the community requirement of diversity forest products, but also meeting the needs of improvement of the ecological environment and protection of homeland ecological security. Nowadays, ecological need has become the primary need for social forestry. This requires the traditional forestry, which provides timber forest products as the main business purpose, makes major adjustment on operating mechanism and policies, to implement forestry ecological construction as the main development strategy and new forestry segment operating mechanism.At first, this thesis discusses the theoretical basis of ecological compensation:the theory of public goods, externalities theory and ecological capital theory; in addition, a survey and analyze have conducted for public forest ecological compensation mechanism Forest Park in Hunan Province; furthermore, with research methodology combines quantitative and qualitative analysis, this research builds an econometric models of ecological compensation in public forest in Hunan Forest Park; at last, according to the relevant issues found during the survey, suggestions and comments are given in this study, it also constructs a reasonable compensation standards, gives an improvement the compensation mechanisms, and provides references for the central and local levels of government.After survey and research, some conclusions are obtained in this study as follows:(1) After investigation and analyze, the following problems exist in the current compensation mechanism of ecological forest in Hunan:single compensation channel, high financial pressure, low standard of compensation, low enthusiasm in the compensation object, the compensation structure is not reasonable, implement the effect is not obvious, and compensation fund management is not standardized in some places.(2)Applying multiple regression model to empirically analyze the relationship between compensation standard and five independent variables, level of protection of public welfare, the log price of each species, stock volume, woodland input and per capita disposable income, and the empirical analysis shows that the forest land input and compensation standard is not significant, stock volume, per capita disposable income, protection level, each tree species price and log compensation standard exist remarkable relationship.(3)Carrying out classification compensation in accordance with stock volume, per capita disposable income, the level of protection, the log price of each species to build non-commercial forest compensation standard system. Stock volume whose unit is cubic meter is divided into (2,5),(5,8),(8,11),(11,+∞) into four categories, and four types of compensation standards are29.52yuan/acres,32.65yuan/acres,48.12yuan/acres and51.58yuan/acres. Income whose unit is yuan is divided into (2000,5000)(5000,8000),(8000,11000),(11000,+∞), and four types of compensation standards are37.52yuan/acres,39.65yuan/acres,40.69yuan/acres and55.36yuan/acres. Species is divided into fir, Masson pine and broadleaf, and three types of compensation standards51.65yuan/acre,46.81yuan/acre and41.21yuan/acre; level of protection is divided into one, two and three, and the standards of compensation are59.35yuan/acres,40.91yuan/acres and31.55yuan/acres. When the level of protection is one and the species is fir,Stock volume is divided into (3,5),(5,8),(8,11),(11,15) into four categories, four types of compensation standards are51.41yuan/acres,48.37yuan/acres,64.30yuan/acres and71.63yuan/acres. When species is Masson pine, Stock volume is divided into (2,5),(5,8),(8,11),(11,15) into four categories, four types of compensation standards are45.38yuan/acres,57.62yuan/acres,59.32yuan/acres and60.25yuan/acres. When species is broadleaf, Stock volume is divided into (2,5),(5,9)into two categories, two types of compensation standards are49.62yuan/acres,57.30yuan/acres,59.32yuan/acres and60.25yuan/acres. When the level of protection is two and the species is fir,Stock volume is divided into (2,5),(5,8),(8,12)into three categories, three types of compensation standards are40.62yuan/acres,49.55yuan/acres,36.41yuan/acres. When species is Masson pine, Stock volume is divided into (2,5),(5,8),(8,12)into three categories, three types of compensation standards are38.14yuan/acres,42.95yuan/acres,46.37yuan/acres and60.25yuan/acres. When species is broadleaf, Stock volume is divided into (2,5),(5,8),(8,12)into three categories, three types of compensation standards are21.31yuan/acres,40.26yuan/acres,81.51yuan/acres. When species is broadleaf, Stock volume is divided into (2,5),(5,8),(8,12)into three categories, three types of compensation standards are28.51yuan/acres,30.24yuan/acres,48.62yuan/acres.According the problems found in survey and assessment of those problems, the following suggestions are conducted:1. exploring multi-channel the ecological comp ensation mechanism and improving the standard of compensation;2. implementing the classification differentiation compensation, and ensuring the equity of compensation;3. strengthening the management of compensation fund, and improving the efficiency of utilization;4. improving the management performance evaluation mechanisms of pu blic forest.
