Chinese transmission and distribution system reform started in twentieth Century80time metaphase, generally experienced three stages:the first stage,"relax restrictions on market access, collect money do report", break the central government exclusive do-pattern; the second stage, the "separate, breaking the monopoly of power enterprises", cultivate the market main body status; the third stage, the "factory network is separate," separation of transmission and distribution, power grid in the power generation side, the side were the introduction of competition, giving play to the basic role of market allocation of resources, improve the industry performance. From the view of management science, transmission and distribution system refers to the network link, the institutional arrangement of ideas, business functional distinction, organization, implementation of technical standards and a series of systems and relationships, an important field of public governance is the basis of energy industry. The essence of power transmission and distribution system reform is based on a public governance, the transmission of natural monopoly and placing links can be competitive, and demonstrates the necessity and feasibility of China’s power transmission and distribution system reform, analyzed the history, current distribution system present situation and existing problems; by comparison overseas successful distribution system reform case, summarizes the objective request and inherent law, try to put forward the goals, principles and steps of our current power transmission and distribution system reform of public governance; finally, put forward the protection of China’s power transmission and distribution system reform of public governance to achieve the objective of policy measures, and looking to the future of China’s power transmission and distribution system reform in the future.
