With the rise of the global logistics industry, modern logistics has become the new growth point of the port. The position of the port is no longer limited to simple transportation transit nodes but focus on an integrated logistics center. The change of the position makes great changes in the port function. At the same time, it expands the scope of services and port functions, and then it forms its own logistics system "port logistics" gradually. Despite the rapid development of port logistics, the process of the development still has some defects because of the late start, the poor foundation and so on, especially about poor capacity and effective problems. They impede the development of the port. To achieve the healthy development of port logistics, we should not only pursue of maximizing benefit, but also effectively use the relative port resources and protect the natural environment of harbor. Evaluating port logistics aims not only at the generated profits, but also at the efficiency of port logistics. Therefore, the study of port logistics capability and efficiency to improve the core competitiveness of port enterprises, thus boosting the economic development of the surrounding area has a very important significance sustainable.This thesis briefly describes the concepts of capabilities and efficiency of port logistics. Base of this, it analyzes the status of domestic and international port logistics development and then concludes the features and functions of port logistics system and the current problems in China. It also describes the factors of port logistics capabilities and port logistics efficiency and establishes evaluation index system which suits for Chinese logistics capability and efficiency of the port by referencing on research of domestic and international scholars. At first, select five ports from our major coastal ports as research subjects and determine the weight of port logistics capability evaluation index by AHP, and then use TOPSIS method and gray relational analysis to analyze and evaluate respectively. It provides a theoretical basis for the development of our port enterprise. Meanwhile, the study also involves some related discussion on evaluation the efficiency of port logistics. It uses data envelopment analysis binary relative evaluation method to establish port logistics efficiency evaluation model by selecting nine ports as the research object and evaluates port logistics efficiency. To conclude, two evaluation models both provide a way of lateral comparison among the ports and try to find development bottlenecks of ports. It makes ports find the limiting factors which restrict logistics capability and efficiency and increases the port competition force.
