Evaluation Of Intensive Agricultural Land Use Based On Ecological Security At Town Level

Intensive agricultural land use is an important part of economic and intensive land use system, which is an effective practice of adhering to the most stringent farmland protection system and implementing the most stringent land conservation system. Currently, China has been in a key period that is transforming the pattern of economic development. Amount of agricultural land has been occupied by each construction project, so the phenomenon of non-agriculturalization is serious, and agricultural land resource is more deficient. Fast economic development has improved people’living standards, which had caused large increase in demand, so the balance between preservation and demand of agricultural land is one of the important issues to solve in Chinese land use management. Intensive agricultural land use could be one of effective mean to solve the shortage problem of agricultural land resource, which can ensure national food security and promote economic development. Meanwhile, ecological civilization construction, as other national basic state policy, has been attached high importance by Central Party Committee and the State Council. Due to fast development of industrialization and urbanization, land use intensity has been strengthened constantly. Land ecological carrying capacity in some areas has already been overburdened, so ecological environment in those areas has been under serious threat. According to the above reasons, it is necessary to make a research which combines agricultural land intensive use and land ecological security. Based on the evaluation framework of intensive agricultural land use under the constraint of ecological security at town level, this paper takes Wangchang Town of Chongqing, which is ecological protection zone in "Chongqing’ five major functional zones", as a case study area to verify reasonability of evaluation framework and provide objective basis for areas at town level to improve intensive agricultural land use level.The conclusions of this paper could be shown in the following aspects:(1) The definition of intensive agricultural land use based on ecological security is different from tranditional intensive agricultural land use, which highlights ecological security. It is an agricultural management mode that is to ensure agricultural land sustainable use. More production goods and living labor are concentrated to input, advanced technology and management methods are employed, which is to improve agricultural land structure and lay-out, maximize the potential of agricultural land and improve the efficiency of agricultural land use following the guidance of agricultural land intensive use and land ecological security theories and considering ecological security as the constraint condition and target effect of intensive agricultural land use evaluation.(2) To solve the key problems of intensive agricultural land use evaluation at town level is an important link which can not be ignored. The key problems mainly focus on the following six aspects:data coordinated, pattern and process characterization, the influencing of driving force, model applying, effect of ecological environment, land policy and sustainable management, due to the following reasons: heterogeneity of natural geographic phenomenon, geographic system level, nonlinear response and feedback, the influence of interference factors, and the limitations of subjective understanding.(3) Make a verification of framework, which is to evaluate agricultural land intensive use at town level based on ecological security, though the empirical analysis of Wangchang town in Chongqing, and the results could reflect the true situation of agricultural land intensive use in Wangchang Town. The construction of evolution index system, choose of evaluation methods, and setting of evaluation standards are reasonable, which can provide reference for similar regions. In the case study, the intensive agricultural land use in2011is general in common under the ecological security constraint, which ranges from less high intensive to moderate intensive use. The intensity degree in Wangchang town is progressive decreasing from periphery to interior, except for Jiaoyu village. And the coordination of internal systems among each village is all coordinated development, and driving mechanism of each village is concentrated on economic system driving and social system driving. While the general situation of agricultural land intensive use in each village is not accordance with the situation of internal systems coordination, especially for Shixi and Jiaoyu villages.(4) The suggestions of intensive agricultural land use at town level based on ecological security would be put forward after the evaluation of Wangchang town’intensive agricultural land use. In the future agricultural land intensive use at town level, ecological civilization construction should be guided, scale management of agricultural land use should be promoted, government and public should be encouraged to participate together, and regional function zones should be divided to promote intensive agricultural land use and guarantee the "three systems" in a virtuous circle.Evaluation of intensive agricultural land use based on ecological security at town level is a complex project that involves a lot of problems, which require further studies. Those problems include how to highlight ecological security in the evaluation of intensive agricultural land use, how to solve the key issues of town evaluated scale in the technology level, and how to distinguish town evaluated scale from other scales. It needs to continue to make deep analysis of intensive agricultural land use evaluation and evaluated scales, and then make a contribution to intensive agricultural land use evaluation.
