| Energy Management Contract, be called EMC for short, started from70’s of last century in western countries, is a kind of energy-saving mechanism, which is fire-new and based on the market. Its essence is that Energy Service Company conducts the implementation of energy saving for energy-using units, to pay the full cost of investment in energy-saving projects by reducing the expenditure of energy costs for energy-using units. Such an energy-saving investment style that is the use of energy-saving benefits of future for equipment upgrades of energy-using units, and the reduction of operation costs. Different from the traditional mode, EMC mechanism has the following three outstanding characteristics:customer zero input and zero risk, the highly integration capability of resources, realizes altogether wins in every way. EMC mechanism can help to overcome the obstacle of energy-saving investment, which there are all sorts of existing market or non market in our country, to truly realizing the energy saving objective of "zero investment, zero risk, lasting benefit" for customers, and to improving their enthusiasm about energy saving. This mode that is consistent with our original intention of building a conservation oriented society, will become the inevitable choice of our country in the new period.At the moment, the involved field of EMC mainly include industry, construction, public institutions, transportation and other traditional industries. Therefore, this paper attempts to introduce EMC mechanism that is fire-new and market-oriented energy-saving mechanism to promoting the process of the development of environmental industry. Through analysising the operating modes of EMC projects for domestic and international energy service company in other industries, and binding the status of energy service market in China at present stage, then appling EMC mode in the field of environmental industry, we need to revise and improve the typical and commonly used operating modes of EMC, which highlights the guiding role of government, and introductes a credit guarantee business about ESCo to resolving domestic ESCo financing bottlenecks, in order to conforming the basic national conditions of China at present stage. In this paper, the technological transformation project of wastewater treatment facilities from a corn starch plant of Shandong as a case, we analysis and demonstrate the feasibility of appling EMC mechanism in the field of environmental industry, then concluded: Through the manner combined EMC mechanism, some environmental treatment works in the field of environmental industry of China can be carried out smoothly; By introducing EMC mechanism, which is fire-new and market-oriented energy-saving mechanism, in the field of environmental industry, we able to achieve a win-win both environmental industry and energy services industry; This has more practical significance, to promoting the process of the development of environmental industry of China and broadening the application range of EMC.Firstly this paper introduces the related concept of EMC mechanism, the main application areas in our country, and many problems that arise in the promotion of EMC mechanism at the present stage. Secondly the basic mode of EMC should be improved, which highlights the guiding role of government, and introductes a credit guarantee business about ESCo to resolving domestic ESCo financing bottlenecks, to meet the current situation of energy-saving service market and the situation of china at present stage during appling EMC mechanism in the field of environmental industry. Then through a specific example of appling EMC mechanism in the field of environmental industry, then we can concluded that through the manner combined EMC mechanism, some environmental treatment works in the field of environmental industry of China can be carried out smoothly; Finally as for these problems in china’s of developing EMC meehanism, this paper puts forward some suggestions to perfect EMC meehanism. |
