Research On Government Behaviors In The Value-added Benefits Distribution Of Agriculture Land Non-agriculturalization

In the speeding up urbanization today, non-agriculturalization of farmland changes became inevitable trend. In the framework of the existing land system, land expropriation has become the only way to current conversion of farmland non-agriculturalization. However, along with the transfer of ownership by the rural collective to the state, the price also produced enormous changes, and value-added generated in the process of how attribution also caused great concern in the community. As the most important subject of distribution process, government behavior directly affects the final results of distribution. Therefore, to explore how to establish a fair and effective distribution pattern, it is necessary to do in-depth study on government behaviors in the value-added benefits distribution of agriculture land non-agriculturalization.Taking government behaviors in the value-added benefits distribution of agriculture land non-agriculturalization as a research object, drawing on property rights theory, rent theory, the theory of government behavior and other research outcomes, focusing on exploring the establishment of a fair and reasonable distribution pattern of value-added benefits, this paper comprehensively discusses the appropriateness and deficiencies of government behaviors in our country current value-added benefits distribution of agriculture land non-agriculturalization, and considers of how to further regulate government behaviors. By a large collection of literature about government behaviors in the value-added benefits distribution of agriculture land non-agriculturalization and summarizing the existing mature research, this paper defines the core concepts of agriculture land non-agriculturalization, its value-added benefits and distribution, and analyzes government behaviors in the value-added benefits distribution of agriculture land non-agriculturalization combining the classical theory of the two areas of economics and management, meanwhile, this paper uses a research method combining demonstration and standard, references to domestic and foreign practice and research achievements about government behaviors in the value-added benefits distribution of agriculture land non-agriculturalization, obtains formation mechanism of government behaviors in this process from the perspective of empirical analysis, and then thinks about how to regulate government behaviors from the perspective of normative analysis. It is conductive to determine the role of government in the value-added benefits distribution of agriculture land non-agriculturalization, clarify ideas for reform of distribution system and related systems, so that the value-added benefits of agriculture land non-agriculturalization among the government, the collective, farmers and enterprises can achieve a reasonable distribution.
