| At present, the poverty alleviation task remains grim, since the differences still exist among various regions in China. In2011, the CPC Central Committee and the State Council promulgated and implemented the platform for China’s rural poverty alleviation and development (2011-2020), and it clearly put destitute area as the main battlefield for poverty alleviation in the new period. In the same year, regional development and poverty alleviation planning of Wuling Mountain became the first approval object. Central city as a growth pole region, it’s quality directly affect the layout of the national economy and social development. In view of this, the thesis researches the growth machanism and cultivation path of the center city of Huaihua of Wuling mountain area in the pespective of continuous strands, with the purpose of providing the theoretical guidance for the development of poor areas.Based on previous studies, using the mentality of theoretical research, empirical analysis, policy recommendations, and a combination of qualitative and quantitative methods to research the issue. First, this thesis analyses the basic characteristics and growth mechanism on the center city of destitute area. Second, it elaborates the reasons why select the city of Huaihua as the research object, and reserches the evolution of of the city center. In the process, it adopts the method of PAC analysis to research Huaihua’s qualifying in Wuling mountain area by using SPSS software, uses the remote sensing data to analyse changes in Huaihua downtown, uses statistical data to explore law of urban expansion in Huaihua city according to China city statistical, and uses literature materials of Huaihua city volunteers to study the administrative system, and urban nature positioning changes. Third, it puts forward the internal and external factors that driving the growth of Huaihua city form the aspects of geographical environment, the city cycle accumulation, transportation, national policy, economic development and city orientation change. Finally, the countermeasures and measures are putting forward to promote the further development according to the current situation and problems of Huaihua city.Research conclusions are as follows:(1) Contiguous poor areas of the center city is characterized by these ubiquitous features:few cities officially, distribution of low density, cities small scale, weak polarization ability, among the brink of the provinces domain and backward economic development, the lack of the endogenous dynamic mechanism.(2) It spent18years of Huaihua to a prefecture-level city from county-level city; industrial organization of converted into "three, two, one" from "one, two, three"; with the development of the city, the scope of locating expand constantly; from the time perspective, it shows the stage and it is in the period of rapid development now; from spatial characteristics of view, it mainly develop to the northeast.(3) Geographical features suppresses the Huaihua city urban growth space; the cycle of city accumulation promotes it change gradually; traffic advantage accelerating Huaihua city rapid growth; dividend policy boosts the growth of Huaihua; compared to other factors, socio-economic development as well as the positioning stage is not very obvious in the process of development in Huaihua city.(4) From the view of nurturing the future path, Huaihua City may consider zone as growth poles, to play the role of it, then enhance the ability of drive and the radiating range of Huaihua; the scale of central city should be expanded in order to improve the speed and quality of development; transportation network system should be further improved, and using the advantages of it to develop the modern commerce industry; increasing the credibility of government to create a good atmosphere for the development of Huaihua; it shuoud be pay attention to internal and external linkage and internal stability; it also should be set up a special fund for the urban development as material basis. |
