The international financial crisis triggered by The United States sub-loan crisissuffered the global economy. In recent years, during the reflection and research, theShadow Banking System has become increasingly prominent. It is considered to be animportant reason for the outbreak of the financial crisis and the failure of monetary policy.It is an important source of systemic risk. Being out of regulation of the Shadow BankingSystem is the root cause of the financial crisis.The "Shadow Banking System" generally refers to non-bank financial institutions andfinancial behavior with partial or all function of and not affected by the regulation. But inChina, the concept of "Shadow Banking" has not been a clear definition yet. Introducingthe definition and features of the Shadow Banking, operation mechanism and risk isimportant. Under the guidance of Basel III and the concept of macro-prudentialsupervision, we have to put forward institutional arrangement of Shadow Bankingsupervision, and take the United States and FSB as an example to analyze its operationframework. For Chinese "Shadow Banking", it is mainly from the causes, developmentstatus and risk analysis, referring to the existing of the Shadow Banking regulation policy;it puts forward some policy suggestions on Chinese Shadow Banking.According to the background of the international financial crisis, it has a morecomprehensive review of the Shadow Banking System and a comprehensive discussion ofthe development and supervision of the Shadow Banking System at home and abroad. Itputs forward the policy suggestions based on the "Basel III" and macro-prudentialsupervision of the banking regulatory policy. In view of the deficiency of domestic andforeign scholars of Chinese Shadow Banking System problems, it tries to define anddiscuss the risk of Chinese Shadow Banking with a large number of data and materials, andbased on the above, it puts forward relevant policy suggestions to establish the regulatoryframework of Chinese Shadow Banking.
