The Value Realization Mechanism Of The Western Undertaking Industrial Transfer From The Perspective Of Ecological Civilization

Industrial transfer is an important way to promote structural adjustment and upgrade of industry, connotative development of economy and to promote harmonious development of regional economy. Under the opportunities of the new round industrial transfer wave and the strategy that the central party fully promotes the large-scale development in west area, it is very urgent for the west area to find the right way to grasp the opportunities and implements the forging ahead strategy. The18th National Congress of the Communist Party of China puts the construction of "ecological civilization" on a prominent position, and proposes to put the construction of "ecological civilization" into the whole process of economic, political, cultural and social construction. However, the west area has paid the serious price of resource exhaustion and environmental deterioration during the process of western undertaking industrial transfer. Therefore, conducting an investigation of value realization mechanism during western undertaking industrial transfer has the momentous theory and practice significance in the field of ecological civilization. On the basis of consulting and learning from relevant research results of domestic and foreign theorists, and the basis of field investigation, this article has a preliminary discussion on the value realization mechanism during western undertaking industrial transfer. There are four main parts in this article.First part, by regarding ecological civilization, industrial transfer and value as theoretical starting point and using the SWOT method at the same time, comprehensively analysis the current advantages, disadvantages and facing challenges during western undertaking industrial transfer. Then find out the four factors which restrict the process of western undertaking industrial transfer, and treat this as the realistic starting point of the investigation. Second part, according to the four key factors which restrict the process of western undertaking industrial transfer and in combination with the delineation of value-dimensions by theorists, then this article is defined as three values. The first one is the ecological value. It focuses on the ecological effect which achieved from western undertaking industrial transfer during the ecological civilization. The second one is the core value. It is the economic effect which achieved from the development that western undertaking industrial transfer brings to regional economic.Third part, according to the value proposition of western undertaking industrial transfer in the field of ecological civilization, set up the specific path model of value realization. The2G2C path model from ecological value realization, the TCE path model from strategic value realization and the double loop path model from strategic value realization. Then find out the relevant effect factors based on the path of the value realization at the same time.The fourth part:With the help of authoritative view of Chinese and foreign scholars, to hypothesis testing the related factors on the value realization of West undertake industrial transfer and reached the three elements of ecological undertake, industry screening level, environmental protection regulation play a great role in the process of value realization. At the same time, the paper put forward relevant policy recommendations to the Western undertake industrial transfer according to the conclusion.
