The Selection And Construction Of Investment Operations Mode China’s Basic Pension Insurance Personal Account Fund

On pension management, the basic endowment insurance personal account with accumulation can only maintain and add value by marking investment. However, the basic endowment insurance personal account fund in our country is facing empty account left by system shunt. It is difficult to make the fund real, the limited real fund that can only be invested in deposit that follow the bank agreement or buy national debt under current policy. Value restoration and addition of personal account fund would be hard due to the high rate of inflation in recent years. With the increasing aging of population, our country have been piloting implementing personal account fund in some provinces and cities since2001, the fund accumulation has been increasing. At the same time, the investment demand for personal account fund is also increasing. Nowadays, our supplementary pension and national social security fund has been operating successfully, our basic retirement security personal fund has got the basis of investment. Therefore, China should actively adjust the investment policy for personal account fund, build an operation mode for our national basic retirement security personal fund to broaden the investment channel and increase the rate of return of fund investment.The thesis researches on the national basic retirement security personal account fund, the personal account fund investment not only include investment instrument, investment scale, investment risk and strategies, the mode of investment would also affect the security and effectiveness of personal account fund investment. The thesis analyzes the theories and examples of personal account fund investment home and abroad, compared their investment mode and experience. Considering the status quo in our country, we explore the establishment of the investment mode of personal account, design the corporate mode under provincial government’s management, collate and stipulate the relationship, rights and liabilities of all parties involved, raise the investment instruments and asset allocation strategies in personal account fund investment, analyze the possible risks in fund investment, explore the supporting measures that optimize the investment.
